Did the employment start to spiral out of control after Prez BUSH signed that no call list deal?

Remember those annoying calls you could buy the water filters and win a Cadillac or the hang ups. I saw a deal where some people in Tenseness, India, China, Puerto rico and the Philippines were going to lose jobs. wonder how many and is this what caused are high unemployment. could it really be because of this and bush's fault as libs say?
